The Daily Mail claim that the Department of Culture, Media and Sport have submitted plans to the Cabinet Office that could see fans back in stadia once the country comes out of lockdown on December 2.
Capacities would still be restricted, and fans would have to socially distanced within stadiums under the supposed proposals.

Fans have not been allowed in stadia since late September, when pilot events to trial the safe return of spectators were paused.
But this promising update could signal that a phased return may begin shortly – with clubs desperately waiting for news of when fans can return, having been deprived of vital income for a number of months.
Secretary of State for Digital, Culture, Media and Sport Oliver Dowden and officials from sporting bodies met earlier today to discuss that loss of income and how and when supporters can return, among other topics.

“I want to work together with football to make progress on important issues for the game's long-term future.
“Discussions to continue as we start our fan-led review of governance.”
