The Rangers midfielder is one of the central players being eyed by Parkinson this month, with the Sunderland chief confirming earlier this week that a deal was not dead.
And Football Insider claim that the Black Cats have now lodged a second, improved offer for Docherty in a bid to sign the 23-year-old on a half-season loan.
Charlton Athletic are also understood to be keen.
Ollie Norburn
Another option in the middle of the park is Norburn, who captains League One rivals Shrewsbury Town.
Parkinson has admitted he is monitoring the Grenada international, and Football Insider claim that the Black Cats have offered Will Grigg to the Shrews in a bid to sweeten the deal – having found a fee hard to agree.

Hide AdBoyce was an attacking target for Sunderland this month, but interest cooled after the addition of Kyle Lafferty.
And Boyce has now sealed a permanent move to Scottish top flight side Hearts – with Nigel Clough admitting Burton had to cash-in with the striker’s contract set to expire in the summer.
Antoine Semenyo
The Bristol City striker is still expected to secure a loan move this month, but is unlikely to leave before the Robins bring in attacking reinforcements of their own.
