Bus conditions are too shabby

The answer is the return of the bus conductor or clippie.

He or she was a figure of authority who no one would dare mess with.

No children would drop litter or scrawl on the seats when they were around, these men and woman were a figure of authority.

Personally I would never travel by public transport I have always preferred the Jag.

However I do feel sorry for bus passengers who pay a high price for such shabby conditions.
