Pallion New Road wooden fence dangerous

I wonder if anyone can clear up a mystery for me?

For many years now, when driving along Pallion New Road, I have watched the wooden fence along one side of the road get more and more dilapidated, so that it is now leaning more precariously to one side than the Leaning Tower of Pisa.

Someone, presumably the council, put a temporary barrier across one part, where it has lost its battle with gravity, and fallen into the deep abyss below.

My question is: Who is responsible for fixing it? The council or the landowner? There is an obvious public danger, yet for at least five years, nothing has been done. Surely, the local councillors can find out who owns it, if not the council, and order them to make the necessary repairs, before something tragic happens.
