Chelsea Lincoln, 20, of Sidney Street, Boldon Colliery, was fined £75 by South Tyneside magistrates. She was also ordered to pay costs of £100 and a victim surcharge of £30.

The court was told council officers noticed the waste in the defendant’s garden and asked her to remove it. However, when they returned to check that it been removed, they found it had been abandoned in a field behind her house.

Lincoln refused requests to answer questions on the matter, leaving officers with no alternative but to issue a notice to make herself available. However, the defendant ignored this, leading her to commit an offence under section 110 of the Environment Act.

A spokesman for the Council said: “The Council spends £2.2million keeping the borough clean and tidy and this behaviour by a tiny minority of irresponsible people simply places an additional burden on taxpayers.”
