A FULL apology was today offered by Sunderland City Council for a series of mistakes that led to an 11-year-old schoolboy raping a nine-year-old.

Following the publication of a damning report, the authority has admitted letting down the children and families of those involved in the child-on-child attack.

A Serious Case Review reveals the unstable mental state of the young rapist was not acted upon in the months prior to him carrying out the assault.

Child X, as he has been dubbed, lured the nine-year-old into the horrific assault despite repeated pleas from his young victim in June 2009.

Today’s report claims systematic failings in communication and sharing information between up to 21 agencies involved with the troubled youngster, led to the system failing to protect him.

Keith Moore, Director of Children’s Services at Sunderland City Council, said: “We would like to offer a full apology for the mistakes made at the time.

“We hold our hands up and there are clearly lessons here for us to learn.”
