Councillors have seafront solution in their own hands

I was interested to read the article about pending housing developments on or near the seafront and how the councillors are 'concerned'.

These councillors have the solution in their own hands. Surely, all they have to do is halt the Whitburn site by refusing planning permission on grounds that the green space was always used for leisure, as it was when the land was gifted to Sunderland University and it should not be disposed of to boost University coffers.

The other development by Siglion could be stopped by “concerned” councillors because Sunderland Council is 50% partner in Siglion so must surely be able to carry some clout in the planning application or are they too only looking for quick profit?

Can this not be considered as a conflict of interest?
