OPINION is divided on whether to create a new council in Durham City.
A debate on the proposals took place during a meeting of Durham’s Area Action Partnership, attended by 80 people.
But no real conclusions were drawn as there was support and objections to the idea.
Issues raised about the new set up included what would happen to the role of mayor, would Newton Hall be included and would students contribute to the cost.
Sherburn Parish Council chairman Stuart Walton said: “Having a parish council is about having a community.
“Within communities we need a central force, and I think that could be a parish council.”
Durham County Council is staging a public consultation and asking residents whether they want a town council covering Durham and Newton Hall, separate parish councils for both, or neither.
The consultation ends on Thursday.
